1. Preface
Title: Dark Fiber Issue
Summery: In this message, it is pointed out that for the realization of the Japanese government's "e-Japan Strategy" to make Japan the world's most advanced IT nation, there is an issue to be solved, which is an issue of dark fibers, so-called "unused optical fibers".
In light of increasing access to high-speed Internet connection services, the issue should be tackled as soon as possible for promoting the further formation of higher-speed.

2. Technical Information
2.1 Changing the Web
- Semantic Web and Web Services -
Summary: The World Wide Web, debuted in early 90's, is not only a technology but also it is being an infrastructure of the society. And now, the two new waves are changing the Web. This article briefly describes the two new things, Semantic Web and Web Services.
Semantic Web is a new vision of the Web proposed by Tim Berners-Lee, the founder of the Web. Semantic Web aims to make the Web machineunderstandable. Since currently it is not easy for software agents to interpret HTML pages. Resource Description Framework (RDF) is used to represent operational knowledge. Currently, many research groups are working on Semantic Web activities. W3C has established RDF Core Working Group and Ontology Working Group. DARPA Markup Language (DAML) is also a big camp working on ontology and agent related projects.
Another approach, called Web Services, is a new architecture for Web-based applications supported by many software venders. In the Web Services approach, Web resources are defined as services that have XML-based interface. The Web services are published, discovered, and integrated by Web Services middleware. They are based on the standard technologies including Simple Object Access Protocol (SOAP), Web Services Description Language (WSDL), and Universal Description, Discovery, and Integration (UDDI).
Semantic Web and Web Services aim a similar goal, but they employ different approaches. This article discusses on the difference and how to collaborate.

2.2 Research and Development on IPv6 Security
- Requirements and Test Tool for Non-PC Embedded Digital Information Home Appliances etc. towards the Always-on Internet Age -
:Summary: It is expected that always-on Internet of non-PC embedded digital information home appliances etc. will increase rapidly from now on. Under these situations, the committee has decided that the research and study on minimum requirement of IPv6 which security is secured, its reference software, experimental test, etc. will contribute to the sound development of non-PC digital appliances. Also, the committee has decided that it will be important for them to submit a draft of its development specifications to IETF so that they may be able to play the leading role in international standardization in digital home appliances.
It is expected that diffusion of such non-PC digital appliances will promote new ventures on contents business, etc. and furthermore it will activate many kinds of service businesses.

2.3 A Guide for selecting and utilizing Internet Data Centers (iDCs)
Summary: Internet Data Centers (iDCs) originated from USA have increased also in Japan rapidly up to more than 60 companies and diversified into various styles. As a result, there appeared too many various iDCs to make the possible users feel a difficulty for selecting the most suitable one for their purpose. It means that the users have got a lot of confusions instead of benefit in view of too many iDCs to select. In order to provide a solution to the problem, INTAP has researched guidelines for selecting and utilizing of iDCs and made a handbook out of those varieties in October 2001.
In this guide, various type of services provided by each iDCs have been analyzed into some elements layered structure, which are facility, connectivity, housing, hosting and storage. Then, points for selecting and utilizing iDCs on each element are shown from seven viewpoints being performance, extension, availability, security, operation, contract and price system.
Study on SLA (Service Level Agreement), which is very important theme for iDCs, has not been established enough at present time. Therefore SLA and the rest of service elements of iDCs will be left out for future issues to be solved.

2.4 Towards a Guideline for applying RM-ODP and UML Profile for EDOC
- A Challenge to Complexity and Interoperability of Enterprise Information Systems -
Summary: This article introduces INTAP Open Distributed Processing Technical Committee's activity, which is to develop a guideline for modeling enterprise information systems with RM-ODP (ISO/ITU-T standard) and UML Profile for EDOC (OMG adopted specification). First, rationale for establishing the committee, objectives of it, and the standards, RM-ODP and UML Profile for EDOC, are introduced. Then, the result of a joint project for developing enterprise model for hospital information systems in Japan using those standards is explained with issues identified. Relevant initiative by Object Management Group and a related project in Europe are touched. It concludes with a brief description of current status and a working process for developing platform independent enterprise information system models.

3. Reports on Research Projects
Title: Current European Situation & Perspectives
- Mobile Internet, Content Centric Managed Services & Networks (CDN & SSP), Broadband Internet & IPv6 -
Summary: Data for this report was collected through interviews with companies and media searches of the WWW and technical literature. The report is slit into three main sections.
1. Mobile Internet comprises both access to information and messaging services.
2. Content Centric Managed Services (CCMS) and Networks split into three sub-sections, Content Delivery Networks, Storage Service Providers and Online Service Providers. Although each is related, strictly speaking they offer different functionalities and address different markets.
3. Broadband and IPv6. Broadband has been examined in terms of its roll-out in Europe. IPv6 has been considered in terms of the progress European companies are making in the move from IPv6 to IPv6.

1.1 IT and Bio-genome in Japan
- Can an era of Bio-genome follows soon after IT? -
Summary: The Japanese government has put its policy priority largely on the development of IT as well as Life Science related technology and industry such as Bio-technology and Genomics. There are a lot of criticisms among scientists and media about the ways of government in spending a huge amount of 64 billion yen (500 million dollars) for the biosectors as it is planned to be spent heavily for hardware and big projects and a lack of efficiency anticipated due to the ministerial jurisdiction "turfs" and its frameworks.
The report warns that it is not easy to expect the early realization of a new age of Bio- and Genomics science and technology in Japan immediately following the IT era. The causes the report points out as the barriers are insufficiencies of infrastructures.
Firstly, it is the lack of firm and comprehensive strategies and policies for intellectual properties necessary to the active science and technology development and the entrepreneurships based on them. The report emphasizes the additional and higher hurdles existing before the life science and bio-technologies than in the areas of industrial and manufacturing sectors where trades of goods and exchange of concepts and knowledge are affluent. Secondly, the report describes the difference of educational systems and human resources as seen in the current practices and histories, between biological science and technologies and those of industries such as mechanical, chemical and electrical sectors.
Thirdly, business environment issues complicating the research and entrepreneur activities of innovating individual and corporations.

1.2 Languages, Writing Systems and Information Technology
Summary: Language experts estimate that more than 6,000 languages are used in the world. And a few hundred writing systems are used for these languages. Of all these languages, however, only small portions are represented in the cyberspace. This situation can be referred as "Global Digital Divide among Languages".

2. Technical Information
2.1 Next Generation Web Technology ; Semantic Web
- Can it promote the 2nd IT revolution? -
Summary: Web technology brought about the new IT business, and it supported the rapid growth of the internet users. Then, we need the 2nd generation web technology to establish the 2nd step of IT revolution. The semantic web is a key technology to this purpose, and it is highly expected to start a new big project around this technology.
A kind of semantics is introduced through the use of RDF (Resource Description Framework), a method to describe the metadata for the web page, and it is possible for a software agent to make a decision by interpreting this metadata. It can enhance the efficiency at the mutual communication in the network commerce transaction. It can also realize the more efficient and flexible searching and retrieving at any kind of matching. Metadata will also support strong internet access security. Several relevant projects in the world are summarized as a table.

2.2 Investigation Report on the WWW10
Summary: This is an investigation report on the WWW10 by the INTAP's Study Group of the Semantic Web. INTAP had dispatched Messrs. Shimizu and Hakamata for the investigations of the semantic web to the WWW10 held from May 1 to May 5, 2001 in Hong Kong.
This report mentions about who are the leaders in the semantic web technology development, and what are the latest developments and main issues in the semantic web technologies.

3. Reports on Research Projects
3.1 Report on CDN Research
Summary: Content Delivery Networks 2001 conference was held Feb.20-23 at Jacob Javits Center. Variety of contents such as tutorial, market forecast, keynote speech by Akamaifs CTO, product expo were very useful to investigate the CDN market and technology. Session topics included Managed Edge Service, App-level Multicast, Streaming CDN, Contents Peering, Service Engine, and Overlay Network. The 3rd generation CDN will be the blend of Hosting and CDN, where application logic will move out of Data-center and content routing will move up.

3.2 Trends of Broadband Content Distribution Business in USA
Summary: This summary report mentions about the trends of broadband content distribution business in USA. It focuses on some aspects of this business, such as Digital Asset Management (DAM), Content Delivery Network (CDN), Internet Advertisement, and Internet Broadcast. It includes the summary of case studies in these areas, in terms of technology, service and business model.

3.3 Report on Next Generation Internet Projects in the Netherlands
Summary: SURFnet, University of Utrecht and Telematica Institute play an important role for developing the next generation internet technology and its applications in the Netherlands.

3.4 Report on 8th DMTF Developers' Conference
Summary:@8th DMTF Developers' Conference was held June 11-13, at Double Tree Hotel San Jose. This is an annual conference which provides recent standard information and direction of DMTF, and also provides good opportunity to meet and discuss among developers of network and system management area.
In this conference, big news was that WBEM (Web Based Enterprise Management) Source Initiative had just started. WBEM Source is an implementation of DMTF Specification and it will be popular in network and system management area.
The Conference was organized the following tracks:
1) Tutorial (for DMTF Specification)
2) General Session (Introduction, Keynote Speech, DMTF RoadmapDMTF Technical/ Marketing Update)
3) Technical Session
- As DMTF specification issues, CIM Schema, xmlCIM, CIM/HTTP, LDAP Mapping, DMI (Desktop Management Interface), Alert Spec., etc.
- As implementation issues, WBEM Source, WMI, CIM implementation for storage device, etc.
- As alliance partner issues, activities of TMF (TeleManagement Forum).

3.1 Report on IPv6 2000 Forum
Summary: IPv6 2000 Forum was held Oct. 19-20, at the Legan Memorial Building. The forum was held under the cooperation between IPv6 Forum and XIWT. XIWT is working for realization of US NII as a public sector, because XIWT is closed only to members and non US organizations could not become the members. It has working groups but information of the activities are not open to public until the work is done, at that time the group produces the white paper and open by the XIWT's HP. XIWT usually hold one or two conferences in a year and usually the fall conference is open to everybody. INTAP is following up XIWT's interest and we attended XIWT conference in these three years. The themes in these three years were Residential Gateway, Electronic payment and IPv6.
The forum was organized the following 8 tracks:
1) Today's Internet and The Need for IPv6
2) IPv6 in The Home
3) IPv6 for a More Secure Internet
4) Interoperable 'IPv6-Ready' Platforms and Routers
5) Government and Academic Investment in IPv6
6) Mobile Telephony and Mobile Ecommerce

8) Commercial IPv6 Deployment
At opening session, a chair of IPv6 Forum referred to Japanese Prime Minister Mori's IPv6 declaration and some speakers referred to the Japanese WIDE/KAME project.
Actually the IPv6 connection demonstration was done using KAME BSD version code.

4. Technical Information
Title: Trial of OSMIC Interconnection
-Result of the examination of interconnection between the different kinds of management systems-
Summary: By IT revolution, enterprises are coming into action in a network. The mutual management which is the point of activities of enterprises is becoming necessary with this circumstances. Accordingly, OSMIC began its activity to prove and popularize the connection and to solve the problems in real management. OSMIC activity not only investigate and specify but also equip tools of each company and confirm the interconnection. And the contents of activity go along open process and intend to popularize widely. As the first step, OSMIC adopted MAXI for cooperation between the management systems by the standard event of alarm. Practically equipping the products of each company with MAXI, we made a connectional experiment. Realizing the common specification, exchanging messages through Internet becomes practicable. And it is expected that we can manage the user systems which have only been able to manage independently because of the differences of the systems cooperatively.
